My parents r permanent residents here and as i was above 21 i could not get the permanent resident status.recently there was a bill passed helping the children who crosses 21 years when the green card is issued.but i'm pretty much confused in this matter.can any one help me from where to start my application again

If you were above 21 when your parents got the resident status,then this new law does not apply to you.It only gives special treatment on those applications that are aging out,meaning if your parents applied for you when you were below 21.TThe only option left for you is wait for your parents to become citizen and they will file petition as married or unmarried son/daughter of US citizen.But that is another story as it takes 15-25 years when that happens.
