If a person entered the U.S with F-1 student visa D/S. but violate his statues and now he is in illegal status for many years, if he won the DV Lottery can he adjusts his status to permanent resident in the United States? Or his home country?

No. You cannot get AOS even if you win the green card once you are out of status.

I beleive that is up to the consular officer. It is very probable that they will deny it because of the issue that you raised. What are the expert opinions?

Can I get expert opinion about adjusting status for DV winner in US with F1 status? Which will process will be sooner, Adjusting status her ein US or going back to home country and processing the visa from there?
