hello sir,if someone intered the us without inspction and decide to go back to his country to apply for a visa....does the counselate knows he was in the US ????

Once you know the basics, you will go from here.
Anyone entering the country after 4-1-97 and remaining here out of status after six months and exit, are subject to the 3/10 year bar if they entered without admission and inspection.
If you entered the US undocumented and left before six months were up, you have not broken
any immigration law.
