I wonder if someone might advise on the situation. I am planning to withdraw pending I-687 and apply for TN visa. I wonder if withdrawing pending I-687 would be enough to show that I have no longer intentions of Permanent residence. Anyone?

I think it realy depends on how the INS interpretes the situation. I know someone who was on TN, applied for H1-b and got approval. There was a gap between his old TN and H1-b(it always starts on Oct 1 and his TN ended sometime in Sept). So he applied for a new TN to cover that gap, also approved.

All people who applied through css/lulac because they out of status and they violated their visa term or they entered without inspection. Now if you want to withdrew and applied for any other benefit you must be in legal status, so none of css/lulac applicant will be to adjust their status unless they marry American citizen, no other way unless the congress pass a new bill in the future.
