A friend arrived on Immigration visa in Feb. 02. He is the residence of Florida. Which is under TSC. He think he will have to file N-400 at Texas Service Center. I told him to file at Miami.

Your message is not too clear. Are you saying that your friend is a permanent resident? If so, is he married to a US citizen. If not, he needs to wait until 5 years (minus 90 days) from when he obtained LPR.

N-400s are filed at service centers. For people living in Florida, he would file at TSC (not Miami).
