You don't need to be. You just need to be citizen before child birth. If you are not you can not transmit the citizenship period.
Samn400, Don't worry. If they have not given any letter that says bring these documents later, jut do not worry. Give them few days for review process. They will call you to let you know. I am sure, things will work out for you.
Thanks,
Chris

you need to understand that in my past post I have already said that they might be using the 1978 information, which was amended in the next week.
If you were so much interested in having a Citizenship for your baby it could be delivered in the US to have the Citizenship, right away without any documentations. I am awaiting replay to my question from Department of States, they had this debate. how to count the time. Other wise it will be another mess. like uscis.
Adam, I wasn't just interested in citizenship. It was my son's right to have citizenship at birth. I didn't want him to have other nationality passport because of the time it takes to get that passport and also after that the visa. It makes sense to me, to have US citizenship for my son and bring him here. I haven't seen my son yet. For me that was more important. I just didn't want to delay for another six months. I am in business and I don't get too much time away from business.
The other thing is, the mess you are talking about is only in you mind. USCIS and US consulate in foreign country is very very clear about it. To be specific, they know what they are doing.
You need 5/3 years to qualify to file N-400 to apply for the Citizenship. logically, this time was send by applicant to become a Citizen. And Not to transmit the Citizenship. It say's Citizen Parent physically present in U.S. or possession 5 years prior to child's birth, two of which after age 14. you and the consular Officer had mistakenly only taken 5 years, What about the 2 years after age 14? How you are going to proof that? This is a discussion board, here we are only having discussion on U.S. Immigration Laws.
Finally i recieved my baby american passport and birth certificate by DHL,the whole procedures took almost 3 1/2 month, now i am planing to apply for my wife like you(we are almost in the same boat)how was your wife visa interview go?
