My brother's wife and children came to US on k3 and k4. Their I-130s are still pending. Can he file I-485 (adjustment of status) for his family while I-130s are pending or does he have to wait for the approval.

At one time I had looked into this very seriously and had in my notes "file for adjustment of status regardless of I-130 status". I know I've seen that in more than one place I just don't have time to look up the links for you right now. Maybe someone else will reply that has the links handy.

One of several places that says you can file the I-485 and I-130 concurrently. The I-130 does not have to have been processed in order to file the I-485.
