SOMETHING TO BE SAFE AND THAT WOULDN'T ALLOW HIM TO LEAVE THE USA...

PLEASE SOMEONE HELP ........

Only thing that comes into my mind to keep someone from leaving USA is jail.

Use I-130, I-485 (with G-325 & I-864), and I-765, all to be filed concurrently. These forms are downloadable from uscis.gov website. Each form has instruction page(s). Your spouse can receive his EAD(work permit) after around three months from filing date; while the green card interview can happen as early as four months, depending on your geographic location.
