It sounds more like he was selling stolen goods, not just buying them. I wouldn't have thought just receiving stolen goods would be a felony.
Technically the USCIS can look back over his history forever. There are no statue of limitations on past convictions for the purpose of Immigration Law. That said, I've heard they generally look back over the previous 5yrs for PR and 10yrs for Citizenship. So if it occurred in 2000, might be an idea to wait to apply till after 2010?
One other problem. Even if he didn't apply for Citizenship, he would have to renew his PR card in 2009 and the biometrics check will reveal the felony from 2000. The USCIS have been starting to go after people with old crimes sometimes of late and if they decided it was a CIMT crime (theft) then he may well be SOL. A consultation with a good Immigration Lawyer is a must.

Sounds like a Crime Involving Moral Turpitude. Regardless if the police set him up, he was found guilty. No luck on citizenship. If he applys, USCIS will find the conviction and have ICE arrest him for removal proceedings.
