I am out of status for a while, and I won the green card lottary. Am I elligible to get a green card though lottary? Or due to out of status, Not? (note: out of status for 15 months)

Unfortunatly, if you have overstayed in excess of 365 days, you're removable as well as inadmissiable for 10 years (?). You would need to overcome those two issues first, before you could adjust, by then the DVD numbers will be exhausted. Sorry for the bad news!

Even if you go back to your home country you'll probably not be granted the immigrant visa, so ...
