Actually, they have their own taxation system. Under the IRC, if one is a bona fide resident of Puerto Rico, they only file with the Puerto Rican tax authorities. However, if they do not meet that requirement, then they must file with the IRS and most likely with the Puerto Rican authorities. However, to get benefits as a USC, one does not necessarily have to pay in.
You are stating the obvious. The subject was implicitly about federal tax. While US citizens have to pay federal, state, and local taxes, puerto rican are only subjected to only state and local level taxation.
This arrangement suits them just fine as they were given options to join US completely or become independent but refused. Who doesn't want federal dollars without having to pay tax?

I have to comment on this. Of course I agree with everything "templar" is mentioning above, however, my personal experience in the many years that I have lived here, is the opposite. The notion of the American people is that foreigners don't have the right to voice their opinion. It is discriminatory and very disheartening; to somebody that only has the wellness of this country at heart - this is the birth country of my children. In my opinion it is good to have a constructive critical view for some of the issues such as education or socialized medicine – just to name these two as an example at spur of the moment. However, it is viewed badly, if I the foreigner issue criticism, whereas it is OK, if an American does it.
I can tell you from experience, that at one point my criticism was shunt for as long as they thought I am a non-American. In order to prove my point, I had to go so far and tell them that I am American born, but grew up outside the country, which then immediately made the criticism constructive and acceptable.
You ask me personally, this is trouble brewing on the horizon!!

It was your decision to come here (alot better than Poland, right IPERSON). I'm sick and tired of hearing immigrants complain about their rights - they don't like our policies, our government, etc., whine, moan, complain - then just leave! We are the best country in the world, like it or not, so if you can't stand behind our government and its decisions, just please leave! Luckily governement does not mean the people, the nation. The US governement doesn't even care about little citizens like you or your rights.
So I, like all other immigrants, do not come here for your government, but for America, and those two things my friend are two totally different worlds.

You are evading the issue based on technicality. Federal tax is the tax that is charged by the US government. Purto Ricans simply do not pay federal income tax. No matter how many technicalities or loopholes you are trying to find, it does not change the fact.
Thus, any equivalent tax that they pay should be compared to state and local level. Granted, their own tax rate is higer than any state government in US charges. However, the bottom line is, when all things said and done, thanks to their federal income tax exemption, they pay much lower total amount than US residents do.

I am not bashing the US. I've said that many times here that I love this country and I've met many wonderful people here. The people I've met here are one of the most wonderful on the planet earth. Just yesterday, I was in a city nearby shopping and I've lost my car key... First time in my life and I felt lost and didn't know what to do. It was already late, the store was closing and there was a couple who lived in a city near mine and after searching for the key all over the place, calling the police to help out, exhausting all options, they offered me to take me home... What a nice gesture. It was an hour long drive on the highway. They live about 20 miles away from me, so that drive wasn't on their way home but they did it. And its not the first time someone is bailing me out of trouble or helping me out with something. People here are the most helpful, genuine good natured people I've ever met. I feel good here in this country. I feel good interacting with Americans. They accept you and make you feel welcome. They are genuinely interested in your story.
So that's that. I wouldn't be here if people were hostile and making me feel unwelcome.

That's exactly what I mean, and that's not a secret. For some reason some Americans will defend its government even if it slaughtered the whole world, just to appear patriotic. You ProudUSC and Someone don't really love your own country because of you did, you'd criticize its shortcomings and wanted it to improve.
I don't like the Polish government at this moment either. There's a lot of s.hit going on there too, maybe not Mark Foley or Ted Haggard type or the thousands dead civilians in Iraq, but still, stuff...
