    Comment: Immigration By Numbers
    2014 Yearbook of Immigration Statistics published by DHS shows that nearly 1 million persons obtained Legal Permanent Residence in 2014. Of these, 41 percent were immediate relatives of U.S. citizens, 23 percent entered through a family-sponsored preference, 15 percent via an employment-based preference, 13 percent adjusted from refugee or asylee status, and 5 percent were diversity-lottery winners. This distribution of Green Cards by major classes of admissions is a result of Congressional policy made decades ago in a different global environment than we face today.

    How would a modernized immigration system transform these ratios? The employment immigration system is groaning under long delays and the health of US economy requires that the employment immigration numbers be significantly expanded to make sure that the economy can hire the workers it needs to function and grow. Eliminating diversity visa program and the Family Based 4th preference category for brothers and sisters and transferring those numbers to employment categories would increase the employment-based numbers by over 80%, thus ameliorating the problem. With this adjustment, the percentage of employment-based Green cards would rise from 15% to 27% which is more in line with the requirements of our increasingly global economy that requires movement of workers across borders.
