While the ongoing purge of top DHS and (anticipated) USCIS officials appears to have already faded from the headlines, there are new signs that the Trump-Miller-Barr "Gang of Three" is moving ahead with a drastic restructuring of America's immigration system in pursuit of a white supremacist agenda that could affect legal, not only "irregular", immigration for decades to come and take the nation a long way back toward the "Nordics only" immigration policies of the 1924 National Origins immigration act a nearly a century ago.

One of the most dramatic and drastic changes is in the new "Public Charge" rules which Miller is reportedly urging immigration officials to put ahead of all other considerations in order to cut off legal immigration from less affluent non-European parts of the world. See New York Times, April 14,

The Times report indicates that Miller, with a fanaticism for accomplishing his goal of of keeping non-white legal immigrants out of the United States that would bear comparison with Torquemada's persecution of Jews and heretics in medieval Spain is pushing immigration officials to enact his new punitive Public Charge regulations and to abolish court ordered protections form immigrant without any further delay, as in the following command to a top ICE official:

"You ought to be working on this regulation all day every day...It should be the first thought you have when you wake up. And it should be the last thought you have before you go to bed. And sometimes you shouldn't go to bed."

However, Miller might not have all that much reason to feel frustrated over what he thinks is too slow a pace on implementing his agenda of exclusion against brown and black legal immigrants. Thinkprogress reports that many legal visas are already being denied on Public Charge grounds to immigrants solely because they have used certain government programs which are standard for millions of middle class and working class Americans. "The Trump administration has already begun implementing public charge. It's just not at the rate Miller would prefer. According to Reuters, roughly 13,500 immigrant visas were denied by the State Department last year on the basis that the applicants might become 'public charges' because they used government public assistance such as Medicaid and Supplemental Nutritional Assistance Program (SNAP). Other government programs that could deem someone to be a public charge inlcude Children's Health Insurance Program (CHIP), Supplemental Nutritional Program for Women, Infants and Children (WIC), Medicare subsidies, or rental housing assistance."

As for A.G. Barr's new decision providing for indefinite detention for legitimate asylum seekers, Matter of M-S-27 I&N Dec. 509 (A.G. 2019). I will discuss this latest step toward American fascism and rejection of international human rights standards in my next comment.
