    May 18 - EB5 Industry Shrinks

    The collapse of the EB5 market in China claimed its first major casualty today - the Chief Executive of IIUSA, Peter Joseph, is no longer with the organization. Whether he was fired or resigned is beside the point, what is to the point is that the industry is coming painfully to grips with the fact that the endless supply of capital from China has ground to a halt. Immigration Daily has learned that dozens of EB5 offerings have exited the market in recent weeks, and returned to traditional mezzanine financing. Many offerings still remaining in the market may still be incomplete a year from today, and will also eventually leave the EB5 market to return to traditional financing. The downfall of China's EB5 market has left the entire EB5 industry in a state of turmoil where all the old assumptions are now being challenged. IIUSA's central message to the industry's needs for the last many years was that legislation was the panacea - and that Congress could be cajoled into allocating more visa numbers for the EB5 quota, and that the industry's China-focused model did not need to change. This was always an untenable position, Immigration Daily repeatedly pointed out that larger immigration matters, such as DREAM, would first have to be resolved, before EB5 could merit Congressional attention. The EB5 industry will have to learn to live, at least for another couple of years, without any Congressionally granted quota relief. However, EB5 is not dead, far from it. The word of the year in EB5 for 2018 is "different" - as in the industry will continue, with different players, with different attitudes, and different ways of raising capital. Intelligent investors are coming forth by the hundreds in India, and by the dozens in Brazil, South Africa, Mexico, Russia and Turkey - issuers able to withstand scrutiny by the discerning EB5 investors who define today's EB5 landscape will still be able to be fully subscribed, and timely subscribed for their offerings, even if investment amounts are raised.
