Comment: Jobs In Urban Impoverished Areas
Representative Hakeem Jeffreys is the Chair of the House Democratic Caucus--the 4th ranking Democrat in the House and a strong supporter of the EB5 program. His district in Brooklyn/Queens in New York City spans a large number of TEAs as defined under the new EB5 regulation--many more TEAs than now available in Manhattan. Championing redeployment of EB5 capital as per the newly defined TEA definition would direct massive amount of capital into his largely African-American district creating a large number of jobs sorely needed in his district. While his support of the EB5 program in the past has resulted in capital and job inflows in the affluent parts of Manhattan, this support of redeployment in new TEA areas will create jobs in his own district--which he is surely committed to doing. As Congressional Black Caucus Whip he would be helping many of the members of the caucus because their districts too have a large number of TEAs as defined under the new EB5 regulation. Guidance from USCIS on redeployment of EB5 capital is long overdue. If someone of the prominence of Rep Jefferey were to voice support for USCIS issuing such guidance on redeployment on EB5 capital it would result in a favorable action from USCIS sooner rather than later.
