Comment: China Agent Price Increases
During the last 2 weeks, ILW has been in touch with over a dozen issuers with significant China EB5 operations, in most cases for several years. A clear pattern has emerged - a major demand-supply imbalance has developed in the Chinese EB5 market.

  • Demand is up sharply with more Regional Centers pitching more projects and raising more capital. It is difficult to estimate the increase, but it may be 30-40% over last year.
  • Supply is drying up. The main reason is retrogression, which is making investors pull back at the prospect of having to wait for up to a decade for their EB5 Green Card. Supply seems to be down by around 30-40% over last year.
  • With demand up and supply down, naturally prices go up. The entire price increase goes to agents who control the supply. The information we have is that asking prices are up 30-40% in China within the last 4-6 weeks. This is one of the highest spikes experienced in China for EB5 capital. (Note that these increased prices are prices quoted by agents performing for the RCs in question for years--not new relationships.)
  • During the last 6-8 weeks many old China hands and the big boys in China (new and old) have seen this coming. They are reaching out to the rest of the world with two countries as the main focus: Korea and Vietnam. They are using a simple sales pitch "We will pay you more." Our information on Korea and Vietnam is still sketchy and we are still developing it. Average prices within the last 2 weeks in these countries appear headed up 50-100%. The markets in Korea and Vietnam and the price increases there are still patchy, and not every player has raised their price yet, but within 60 days we expect a broad increase in agent prices in Korea and Vietnam around 50-100% higher than those that prevailed in Q1 of this year.

Focus: EB5 Taiwan
The ideal country to supplement a China raise is Taiwan since,

  • The language is the same in both countries thus simplifying preparation of marketing material
  • Taiwan is very close geographically to China, so jet lag is minimized and productive time is maximized
  • Taiwan is one of the larger EB-5 Markets, with about 125 to 150 investments per year raised
  • Taiwan has an agent structure similar to China (but lower cost than China) - there are approximately 60 agents in Taiwan, regulated under Taiwanese law
