Comment: Many Immigration Provisions
Late last night, House Republican leadership posted the full text of the Consolidated Appropriations Bill of 2016 - its 2009 pages in length. Highlights of the bill are as follows:

  • The Visa Waiver Program has several amendments relating to security - these constitute 80% of the immigration related changes in the Omnibus, in terms of text length
  • H1B and L visa fees are increasing significantly, see text on pages 1917 and 1918 of the bill, these increased fees are for the next 10 years
  • There are several H2B related provisions with quota relief for 2016, relief for seafood industry and prevailing wage relief
  • E-Verify, Religious workers NIVs, EB5 Regional Centers and Physician immigration provisions are being extended to September 30, 2016
