The House, by voice vote, has passed the "Passport Revocation Act" that gives the President the power to revoke or deny passports of anyone who the administration suspects of affiliation with a terrorist organization. It gives

The travel restriction requires no presumption of innocence for the targeted individual; no explanation; no public presentation of evidence; no opportunity for a defense; no checks and balances on the power. The bill does not outline any appeals process for the targeted individual...

This means the secretary of state can, unilaterally, with no due process and no oversight, deprive an American citizen the privileges of citizenship, thus relegating him to internal exile inside the United States -- a practice most recently perfected in the Soviet Union.
